  • (a) It is a criminal offence to establish, form, organize or manage an association, body, organization, group or league the aim of which is to advocate any form of violation of the liberty of person of citizens or any other public rights and freedoms guaranteed in the Constitution and under the law or to prejudice national unity and the security of society. The legally prescribed penalty for this offence is a term of imprisonment.
    (أ) تأثيم فعل إنشاء أو تأسيس أو تنظيم أو إدارة جمعية أو هيئة أو منظمة أو جماعة أو عصابة يكون الغرض منها الدعوة بأية وسيلة إلى الاعتداء على الحرية الشخصية للمواطن أو غيرها من الحقوق والحريات العامة التي كفلها الدستور والقانون أو الإضرار بالوحدة الوطنية والسلام الاجتماعي.
  • It is a criminal offence to establish, found, organize or administer any association, body, organization, group or gang which in any way advocates violation of the constitutionally and legally recognized personal liberty or public rights and freedoms of citizens, or which seeks to prejudice national unity and social harmony. Such acts are legally punishable by imprisonment and the penalty for heading such groupings is a term of imprisonment with hard labour (art. 86 bis).

  • Article 98 (f) of the Penal Code provides that: “Any person who exploits religion in order to promote or advocate extremist ideologies by word of mouth, in writing or in any other manner with a view to stirring up sedition, disparaging or belittling any divinely-revealed religion or its adherents, or prejudicing national unity or social harmony shall be liable to a penalty of imprisonment for a period of not less than six months and not more than five years or a fine of not less than LE 500 and not more than LE 1,000.”
    وتنص المادة 98(و) من قانون العقوبات على أن "يعاقب بالحبس مدة لا تقل عن ستة شهور ولا تزيد على خمس سنوات وبدفع غرامة لا تقل عن خمسمائة جنيه ولا تتجاوز ألف جنيه كل من استغل الدين في الترويج أو التحبيذ بالقول أو بالكتابة أو بأي وسيلة أخرى لأفكار متطرفة بقصد إثارة الفتنة أو تحقير أو ازدراء أحد الأديان السماوية أو الطوائف المنتمية إليها أو الإضرار بالوحدة الوطنية أو السلام الاجتماعي".
